The off color of the solder next to one of the stones looks like a repair job. It's hard to see many things from just a couple of photos.
It's hollow tubing,you can see the solder lines and separation.
The design was chased and dipped into hot tin,you can see some of the lines where the tin was not completely removed.I can't tell if it is brass...
