Looks like to top needs some work. If it were me I would do what Ghoppher1924 suggests and see if that makes it look better before trying anything...
A soft paintbrush will get a lot of the dust off without harming the basket. It is lovely!
What does the top look like?
Those 2 brownish areas in the bottom worry me, they make me think maybe silver plate?
Maybe someone knows when the phone number would have been 3 numbers, it could help you date it :)

That bottom makes me think new, possibly China. They often artificially age the bottom. The symbols seem sloppily done. Sorry, JMHO :)
The cow painting is interesting, but the staples and very white canvas look very recent to my nonexpert eye.
