could it be bakelite , it has the color of it , run it under some hot water and smell it ,A smell of formaldehyde means the plastic is Bakelite...
IMO I would spice it up a bit with some custom fit red crushed velvet on the bottoms , give it a good clean and polish , maybe a little stain...
i agree if the piece is not good ya polyfill and paint but this piece (OP) doesn't fall into that category to me IMO
