No way to hammer it to an 8,it will need at least 6mm length of metal added to shank.

Looks like the sapphire was not orientated and cut too flat for a good star to appear. Sapphire/ruby crystals are Hexagonal,the lines radiate out...

Look like Persian turquoise.
It's not a quality piece,either it has had poor repairs or the fabrication was bad to start with.
