Looks like it could be a garnet or tourmaline,there is a S.A.W. jewelry design linked to instagram but I can't access it.
Pink stone is low grade sapphire Green stones look like low grade emerald Clear blue/green stone may be aquamarine Yellow stone too out of focus.
It's damascene with an unknown origin.Someone painted the blue and white areas,they are not original.
Check the dragon with a magnet,it's too out of focus to see any details.
It depends on what you consider old. 30-40 years the piece could be a little older or newer.Without a known makers mark it is hard to tell.

It depends on how the ring was made...cast,fabricated with a solder seam,formed on a lathe from tubing,etc. There are companies that sell tungsten...
Looks like it was cast possibly 10ct.
Do it yourself..... cut open the old seam,round off the 4 corners,round the edges of the cut seam.Simple and would probably take less than 15...

Check the balls and rods with a magnet.
The large stones look like the are brilliant cut, so the ring was made sometime after 1920.
It looks like a person from a movie,but I believe they wore black cloaks with white mask.
The photo is too bright and not in focus to see the stone cuts,maybe try to post a better photo.
