I'd say hand tinted photo. A photographic emulsion can be applied to a wide variety of surfaces.
It looks like a good fit to me, though unusual. But you could be right. What else would it be a lid for?

It does say on the back, "Hand coloured on glass." That likely means the black was stenciled and the blue added as a swipe.
It would have been stenciled onto the glass, which makes the black very fragile. It's one I wouldn't open.
