It would have been mass produced, pics aren't clear enough on my phone for me to tell, but the flowers may have been hand painted on the lacquer...

That's a fruit set rather than fish - could be ivory, but suspect it may be celluloid (Xylonite, or sometimes Parkesine) in old British...
