Usually, yes :) But there are four characters period marks. Rare and expensive.
Imperial marks can be 4 characters but in this case a modern piece.

Japanese for sure. The footrim is a bit Chinese looking. If not wrong, Chinese Famillie Noir is rare, especially the Kangxi one.
