It looks to me more like watercolor than ink, but I don't know the pigments.

Looks like there's a mark on the link? Maybe on the bale as well? Unless it had some sentimental value, I'd guess the textile is just filler.
Could be on the cusp of the change. Easier to explain than having an assay mark indicating one country and a kokoshnik mark indicating another.

I disagree, but it will take a clearer photo to be certain. I see no coat of arms in the 84 stamp - just a standard kokoshnik profile.
