Looks like a factory reject goblet which had the base cut off and made into a bell.
It's a modern round brilliant,The cut was invented in 1918 and took years before it was commonly used and accepted by the cutters.

Synthetic emeralds really weren't available until the late 1940's.
The maker's mark is too worn to tell anything.Does the diamond have a flat culet?
The soldered appliques are falling off,it looks like an inexpensive piece from Pier One imports.
The diamond setting is a cluster setting has been around for many years and still used today......

There are 2 different types there.
It could be Chinese chicken blood stone,Qing Tian stone or a number of other stones. Testing would be the only way to find out.

The lock looks like pot metal and I think the patch box is a solid sheet of brass,not sure what's going on with the barrel.
