Asian semi-euro mashup styled vase stand.
Looks 19thc and French to me. Could be English too.
Marks without pictures of the object are not often very useful and will elicit few responses.
Could the last part of the "name" not be the full name but be Delin (i.e drawn; deliniated) plus .....

I saw one of these in a shop this week and it had a worn out old atomizer bulb fitted - that one looked 1920's or so to me, .
I have no problem with the reline but the painting does look a bit skinned, maybe you should not have removed the varnish as there could have been...
