Not sure what they were doing.What color is the metal were the silver has fallen out?It's strange that the area around the dots is crudely dug out...
Check it with a magnet,can't tell from the photo if the silver metal is inlaid or an overlay like Damascene.
Looks like a crowned helmet with feather plumes and the dolphins look like vicious sea serpents.
Take it to a jeweler and get it tested,no one can tell what the materials are from a photo.

So it is plated red brass/bronze depending on the amount of tin in the alloy.
