Looks like majolica - depose means registered in French (early 1900s). Interesting and lovely piece!

I would consider it a 'toilet' mirror based on the size.
also, the name McGregor looks like it was done in ink not paint indicating a more modern signature then early 20th c.
I had one similar that was Hubley but didn't have the elaborate handle and the flowers were colored although yours might have been repainted.
