Looks like a tea caddy box from one of the wood working magazines/books.
No color zoning in the blue stones,they were poorly faceted and it's called a fish eye effect.
The stones are dirty,but appears to have air bubbles.
Looks like turquoise chips in resin.
No maker's mark doesn't help to identify.Could have been made by a 1960'70's snowbird at any number of locations in the SW.Student/hobbyist,etc.,...
Pewter is an alloy with 85 -95% tin content.
