You would need to define "gypsy set" for us,the ring setting doesn't match any definitions I know of.
It is definitely not a Peruzzi cut stone as they were "square" and not round. It looks like a poorly cut example of an old European cut stone.

The metalwork does not suggest the age,this type of die stamped design was still being made in the 1980's.
A patent # only tells you when it was approved by the government. It does not tell you when the item was manufactured and used.I know of one...

The stamp appears to have been cast as part of the original piece,marking the wax before casting has about a 50-50 chance of being readable.
Give it a good washing and dry with a lint free cloth.Either it's dirty and dusty or it's full of air bubbles.New photo after washing would help.
There is a jeweler's saw frame and a hand held vice metal clamp,both used by jewelers and gun smiths.
The only thing I would call it is a mess.Bad casting and fabrication and looks like a number of poor repairs.
