A magnet is not a positive test for silver, magnets stick to ferrous metals, so if there is no iron or steel in the base metal a magnet won't stick.

I believe the design is cut, rather than etched. It is frosted because it was left unpolished :)

JMHO, I don't see Art Nouveau, the flowers are more realistic, less stylized.
I think the only person who can tell you that is the jeweler who will do the repair. They will hold it n their hands, see any issues, etc.

I have found CZs test in a variety of ranges based on their quality. Low quality can test as glass, I had a high quality CZ that teated as topaz....
Put that poor puppy in a small bowl with warm water and a small squirt of mild dish soap. Soak for about 15 minutes and clean with a sift tooth...
There are a lot of house plants that die on me, I am better at garden plants :)
