If it was found near where you live,it is most likely a glacial pothole stone.
The design could have come from publications,the internet,or a person's idea.There is no way of dating it and it could have been made last year.
Looks like it was acid etched,maybe student/hobbyist made.
Give it a good cleaning and shine a light thru the back.
