Yes, it didn't look quite Englush to me either, but I've seen that dragon pattern on English china -- Coalport? Copelands? Gah, my memory is shot.
I see FB. Looks mid 19th c. Mark might be in Goddens or if Staffordshire, at thepotteries.org.
So many of these little ceramic boxes in the 20th c were made in Limoges, but I can't say for sure about this one or the other one you posted...
