The upturned inside edge is dangerous,you have probably never seen the flesh peeled off a finger to the bone from a ring.

It can be used as "open work" jewelry which is die struck,etc. shown as fine wires and spaces.Not the typical middle eastern,etc. wire work...
The band is die struck and filigree is used for this type of metal work for bracelets,pendants,bar pins,etc.

It wasn't stamped very good,dust it with a little flour and scrape excess with a business card or something similar and it may be readable.
Spray the top with WD40 and let it soak in over night,might need a couple repeats.
