Looks like a tin plated creamer,hard to tell age as they rust quickly if the tin is worn or removed.
Jim has posted his work and tutorials on a number of forum over the years... The Carving Path,Engravers Cafe,Bladesmiths forum and probably others.
They have a process called Zogan inlay which is a lot like damascene with a number of processes different than damascene.
The top piece looks like a cast letter opener,the bottom one appears to be modern with the applied color design on the blade.
The cracks were caused by the metal being over worked when forming the piece without annealing.The black areas may be shakudo or another metal...
