The figurine was still in production as of 2020. Check the marks of the pieces online (some sites will show them, some won't). If some say made...
Just search Royal Doulton along with the number on the bottom and you will find plenty of examples.
The plate decoration may not be flow blue, but the mark is. Not difficult to find much crisper Hicks, Meigh marks online.

It may be metal colored but it looks like glass to me. Conchoidal chip right on the front edge.
Back in the '70s and '80s I had a double condenser photo enlarger that had a lens arrangement like that. [ATTACH]
