I found a very similar one. It is his work. A jug with the same fish motif that sold for about 65 somethings-or-other (maybe Euros)

Well kind of chimeras but very definitely fish tails!
The legs/feet are carved sort-of grotesque mermaids, not beautiful maidens, more like sea monsters! I think this chair is a bit later than 18thc,...
Yours has a variation of the Mermaid motif so maybe it's a Sgabello chair
