There is something much more than a "C",the photos are too out of focus to see the whole mark.

The design was "chased",doesn't look NA at all.It could have been made almost any place,maybe a student learning how to chase metal.
The "starburst" medal appears to be similar to one in the militaria forum.Prussian,German, etc.....

Looks like JF on top and GS below and a "word" below GS. Take a fine point magic marker and dot all of the holes.
There isn't much color or flash,the stones have a window/fish eye from being cut with the wrong angles for the material.
