I agree, the design is cut (engraved), not etched. The reason it is frosted is because it was not polished after being cut.
Just run you fingers over the “cut” areas. If they are rounded over it is most likely pressed. If they are sharp it is most likely cut.
I agree with Don, do an eBay search of “Fenton opalescent hobnail” and you will see it is popular :)

Cranberry Opalescent Hobnail, the white is not a layer of glass, they reheated the piece after it was made and parts of the glass went white :)
