It took a long time and a lot of patience from others for me to finally get the difference!
When glass is cut with a wheel it has that frosted look. If it is shiny like the rest of the glass then the cuts were polished :)

Yes, old mah jongg tiles that were drilled to make a bracelet. They may be Bakelite, the only way to know is test them.
