Looks like 3rd world street vendor material made for the poorer population,could have been made 30 years ago or 75 years ago.
The stamp doesn't look worn down,it looks like it was stamped on a rough unfinished surface before the inside ring shank was sanded/polished.
Looks like an owl,may just be a stream tumbled stone.

It is a broken fossil shark's tooth,many times you only find pieces of fossils and not the whole tooth or shell.I have a few small shark's teeth...
