She looks to be a repro to me. Here is a repro body, ready to be stuffed. [IMG]
Those holes in the bottom have to do with attaching it to a pincushion......or clothes brush......or..................

Did you look for markings on the back of the head or upper body? Probably the body is composition.
The texture of the trees reminds me of Kosta Boda, but I couldn't come up with another one searching on line.
