I'm not sure; but a bullroarer rotates about its long axis in use; so decorating both sides could produce unintended clashing of the designs....
I think otter too; the position of the feet would only make sense for a bear if it were lying on its back - a position more likely for an otter,...
You just have to scour ebay and the shops until you find the missing pieces!
