    The surface decoration of the frame is called Sgraffito. I agree with Brad. The paper does appear to have plate impressions like you would see...

    Isle of Wight Perfume --stuck stopper

    I used Goo Gone on a stuck stopper earlier this year. I poured it around the rim and let it sit overnight.
