Found it,"obi belt",wrapped around tired at the rear in a big bow.Guess it's a somewhat common fashion with slacks.
That answers the date,the piece is die stamped.Not sure of the theme with horse shoes and a strange "club" though.

Ironwood,that's a little hard to know why,what kind of ironwood since there's a couple hundred types of trees and bushes called ironwood....
I don't know when the Chinese started exporting them,but people have been dying chalcedony for centuries.
It could also be dyed chalcedony,a lot of it with various colors coming out of China.
The photos are fine,the white gold settings for the stones were applied at a later date by someone who wasn't very good soldering as you can see...
In the photo the "diamond" setting don't appear to be original but added at a later date.There is excess solder around them and the solder color...

Don't know who made it,but whoever did the modifications/repair did a very poor job .
