I think the frame is done in a paper patterned and printed to resemble khatamkari. I don't think it's the real deal.
I think it is a modern decorative piece, more elaborate than most. Very attractive.
Watermarks are embedded in the paper. Sometimes they are present, sometimes not. Most are unique to a manufacturer, but some, like the foolscap...
If you hold the plate to a strong light, you might be able to make out the name under that gold mark.
