Looks like someone crimped the spout closed for some reason at a later date.
In several photos of the top 1/4 of the stick there appears to be a solder line,maybe the top spinning part is "keyed".

Faceted stones reflect light ,if the stone is cut right there is no noticeable difference in reflection from bezel/prong settings.
