The enamels, colors and drawing style suggest post Republic. Could have a bit of age but that's all. You've heard right about rust spots.

Thanks for the replies. About 5" tall. It does appear to have been made using stamps but I find it kind of cool.
The beads are red jasper if not wrong. The pendant looks like serpentine to me. If you rub a cotton swab on the side crack, a red residue is left....
