She's very alive, not some run of the mill flat Flora type. The innermost bezel is often brass, with the main metal outside of that.
Think you've got it right: artisan, 80s - 90s. I really like them.
I took the knobs for (rather large) light bulbs.
There are cameos of Ruth, but I don't know their names.
Hooks might be for stockings. Might originally have had knitted ones or some such.
Decorated for Christmas, so seasonal ornament? As komo said, we need all sides, in focus.
