I think you are onto something there. To me, it looks like the last three letters right above the date could be Arg. (abbrev. for Argentina). Haven't figured out the three letters right before that, but it might be an abbreviation, either Bys or Rys.

But what really is interesting is that there is a name of a province in Argentina that could be the longer word before those two segments. If the first letter is a T, then it could be Tucumán, a province in northwestern Argentina. Its capital is San Miguel de Tucumán.

Here's an Argentinian web site dedicated to Viejo Tucumán or Old Tucumán. Not sure how active it is. Run by an architect. He solicits old photographs that might have been taken there.
