Featured 1966 Pakistani Portrait

I found this portrait at an estate sale. When I asked about it, the son told me that when he was a child his family had lived in Pakistan and that then, when a war with India had broken out, they had been evacuated to safety in Afghanistan (!).

When we took the painting off the wall, perhaps for the first time in decades, the back confirmed the context.

Anyway, my question is, who is this man? Is there any way to know?

He looks like a generic elderly man from the region to me, not a well known person.

Could def be generic or an by artist who hasn't yet mastered the skill of a capturing particular likeness.
My fave thing abt it is the Peace Corps 'Thanksgiving' and fact it has a date and locale references.

Perhaps the Peace Corps kept records of their volunteers back in the mid-sixties ? A membership roll similar to service member records the military keeps-fair amount of clues on the reverse.
PS- Would be rather delightful if that were someone's ancestor or a respected village elder, they'd be thrilled to see that image after 60 years.
