4 Bells with 3 clappers in each on 1 handle - what was this for? Church?

    I found this at a estate sale yesterday; it has 4 bells on one handle & each bell has 3 clappers inside it. It actually sounds soft and nice, not loud like most bells you ring.
    Was it for a church? The sound it makes is too soft to use as a school bell to come in from recess or as a dinner bell.
    How old do you think it is?
