A question about two items, please

    I know the mark on the Noritake piece but what is this little thing for? The second piece is crystal and Just over 9" x 2.5" Recognize the maker? What is this used for?

    as the handle is set back....i would think the noritake would have had a lid.
    looks like a dresser item for pins and whatnot..

    For the Noritake piece, I was thinking maybe the base for a condiment set, sort of like this (which is also Noritake):
