JMHO. I see a certain art nouveau/ Jugendstil influence with the lower adornments (found on many copperworks by Deffner, WMF etc,) and the round adornments on the sides of the heads (these remind me of Muchas byzantine heads).
could even be a bit earlier when Oscar Wilde and many others thought the Americans so unspoilt by culture.

I agree early 1900s, probably European.

I think the aluminum one is a copy of the original

I think this one cxgirl found, is part of a desk set and this would be the pen tray.

It doesn't look cast iron to me.

Head dress looks more South American native than US.

I agree, it looks more like what we would call a 'vide poche' (empty pocket), a tray on a hallway table in which you would put keys and loose change that was rattling around in your pockets. That way you wouldn't be rattling around the house.:D

The 'Native American' could be based on historic images of indigenous Caribbeans. So also American Indian, just not North American Indian.

With the cut out at the bottom and the length. I would GUESS that it is a cigar ashtray as well. Also bearing in mind the cigar store Indians, brings it together as a "theme". It could be part of a desk set like posted above, but I think it is still a Cigar ashtray.

that might be a problem, too. as a generic subject signifying freedom it's a bit like all the ladies that "let their hair down".

Fid makes some excellent points re: art nouveau/Jugenstil. Values seem to be all over the place. Nice! I'd keep it.
