    That’s why I think the back side(opposite the handle slides up and down. It looks like there may be linkage/rigging from the back to the bottom front that could be operated by foot simultaneously with the handle.

    The large block of wood below the blade looks like a "safety" that one removes to use the guillotine.

    Looks like the left side would rise, while the right side drops, so I am guessing the blade would drop straight down, the bolt being a central pivot.

    Hello, It looks like the the left side would rise as the right side came down?? The bolt/pin is probably not tight, so it would act like a pivot point to keep things centered.

    If the wood doesn't show signs of any liquid staining, I'd say it has to be for something dry. I thought tobacco at first, too.
