Artwork Identification

another one of my loves is art I know very little about it but I have many pieces I’ve bought over the years that have just purchased as I like them this is one I’d be fascinated to know more about if anyone knows anything about the artist

It's very difficult to see your photos. Are you taking pictures with a phone? It looks like it might default to using some sort of filter that is softening all of the edges.

And it's possible you're placing the camera too close to the painting. Most cameras require a minimum of 4" between object and lens in order to focus properly.
