Assistance on ceramic vessel

I have another piece of pottery from my Mom’s house that I am trying to get some information on. This piece is 4" tall at the bowl, handles are about 5”, base width is about 6 1/2", handle to handle is 9”.

What do you call this type of vessel? Does the glazing have a name? Any idea on an approximate time period?

As I didn’t know what to call it, I didn’t find anything like it on eBay or Etsy. The handles look somewhat like snakes. I’ve seen it in photos dated 1953. Don’t know if it came from my Grandmother’s house or sometime during the war. Not sure where the rust marks on the inside came from – did my Mom use it for flowers using frogs?

I looked at many websites for pottery & porcelain marks but no match.
