Blue Opaline Hand Painted Cut Glass Plate

My first thought when I saw this was it's French, but in looking at the enamel painting I'm leaning toward Bohemia. Got any thoughts either way?

 

I've never seen blue opaline cut like that.
My first inclination was French.

 

I know! Me too. This plate even has an acid etched snow flake or flower in the center of the plate. Here's a picture, but sorry for the glare of the lamp, it was the only way I could show it.

 

I'm gonna guess, don't take this as fact but possibility.

Made in "Bohemia" ca. 1890, for the Arabian market.

After looking closely to the link I posted on the bohemian bonbonieres, I think my plate may be an underplate for something that goes on top.
