Featured Brooch photo identification!

I have acquired this little brooch and wonder if anyone can help identify the man in the photo in the left hand flag? The right hand photo is of Edward VII but I have no idea who the other person is. Any help would be much appreciated.

 

Maybe a leader of one of the commonwealth countries at the time?
That plant may be helpful.

 

The left hand chap does look Black or of Black heritage. Some state visit or other.

 

The key is the floral emblem. Not a maple leaf (Canada) or Golden Wattle (Australia.) But could well be somewhere else in Commonwealth.

Thanks for all your replies.
After much googling & many false leads it looks like I have solved the mystery of the man in the flag! It is President Fallières of France. This was probably a souvenir brooch from the Franco-British Exhibition held in London in 1908 to promote the Entente Cordiale of 1904.

 

Ah, that makes the floral motif stylized laurel leaves. Used all over the exhibition.
