Perhaps a window or door counterweight. Looks too crude to be a scale weight. As Wiscbirddog pointed out plumb bobs need a point.

I was told it was a plumb bob when I bought it! It seems I am wrong?!

As Joe in PA said, it is a counterweight of some sort. At 4# probably too heavy for a sash weight, maybe for a door.

What size is it? Do you know what metal (test with a magnet to see if it is iron)?

Looks like you have chunk of metal that would work well for a door stop.
