    Looks like a pair of nipper pliers - antique of course - maybe something used in a Blacksmith shop. Below the top nippers part may have been used to cut a certain thickness of wire/metal rod or pull types of nails. That's all I got.........

    My guess is that is used for shaping and holding copper tube.
