Can anyone tell me what this is? Looks like a fishermans dart of some kind?

    What is the size of it? Is it heavy? I am just curious.
    Do the "wings" fold down easily? It is definitely not like the other ones I have seen, but....
    Is the bottom hollow to fit a rod into it?

    9-1/4" long, weighs 14 oz. Wings fold easily. There is a tapered hole which is about 3/8" at the bottom.
