Yes that's an improved screwdriver for sure. It is still worked with one hand similar to screwdriver. The part of green-handled thing that departs from the realm of paint can openers is the shape and position of the handle which is optimized for pulling not prying, and lacks the leverage that's easily available with a longer shank.

 

The tool under discussion should work fine as a cage-wire stretcher, used with the cage wire with square openings of about 1/4 inch. Wire like that is hard to get tight without a special tool. I didn't say chicken wire since that I think usually had much larger openings. Well now off to shop cage-wire for the proper name for the 1/4 inch size.
