    Hi,
I'm trying to find out what type of wood this is, also if the design/style of carving is from a certain time period.
    It is 16 1/4"L x 5 1/4".
    Any information appreciated

It is chip carved, could have been a retired person being bored and carving an old wood tray.

It looks like a traditional Scandinavian chip carved tray. That design is very typical. What is the writing on the back?

Chip carving has been around for centuries, the tray's design could be from any northern European/Russian origins.Example of German chip carving designs,

I would think more likely Balkan/Eastern European - maybe Romanian, Bulgarian, Yugoslavian, or even Russian. I often see chip-carved pieces from that area offered on the secondary market as Scandinavian...

Definitely Northern European, more refined than Balkans.
Here are examples from Dutch Friesland:

    Could very well be.
The red part is Friesland (Frisia), very green (not red:)), very flat, beautiful small historic towns, a lot of crafts. The islands are lovely as well:
