Featured Condiment silver container

Hi all not sure if I got title right anyone shed some light on the small 50mmx30mm silver container with glass insert. Looks like ziummet and Uld 30k on bottom tested it showed it was sterling but was hoping for an age and origin please chris

 

LOL! Measurements would help. Can't tell if you have a soup cauldron or a small salt. Methinks it is a salt, but...

 

I found a listing with a nice clear mark. They say Russian Melchior. There are other listing that look similar. There is some info on the 925-1000 site that seem so say it's an alloy with plating. Others can probably give more info.

Soviet salt, silver plated nickel silver (melchior), made by Mstera Jewelers, the stamp to the right is the price...

Excuse my ignorance as I am led by all you guys but why would this be giving ma reading on a scratch and test like this. The first is the foot and top the second picture is next to another sterling piece. Cam anyone explain please chris
